Background by SOLAS 背景
To ensure the safety of the ship, the safety of workers both aboard ships and ashore, the safety of cargo and overall safety at sea, the International Convention for the Safety of Life at Sea (SOLAS), as amended, requires in chapter VI, part A, regulation 2 that packed containers' gross mass are verified prior to stowage aboard ship.
為確保船舶的安全，船上及岸上工人的安全，貨物的安全以及在海上的整體安全，新修訂的海上人命安全公約的國際公約在規(guī)則2，A部分，第六章里要求裝貨的集裝箱的總重量必須在裝船前經(jīng)過驗證。
With effect from 1st July 2016, the shipper is responsible for the verification of the gross mass of a container carrying cargo (hereinafter "a packed container"). The shipper is also responsible for ensuring that the verified gross mass is communicated in the shipping documents sufficiently in advance to be used by the ship's master or his representative and the terminal representative in the preparation of the ship stowage plan.
自2016年7月1日起，發(fā)貨人有責(zé)任確認(rèn)載貨集裝箱（以下“裝貨集裝箱”）的總重量。發(fā)貨人并有責(zé)任保證該VGM預(yù)先在海運單證里有充分的交流溝通以便船長或其代表以及碼頭代表準(zhǔn)備船舶配載計劃。
In the absence of the shipper providing the verified gross mass of the packed container, the container should not be loaded on to the ship unless the master or his representative and the terminal representative have obtained the verified gross mass through other means.
如果發(fā)貨人未提供裝貨集裝箱的VGM，該集裝箱將不會裝船，除非船長或其代表及碼頭代表已經(jīng)由其它渠道獲得該集裝箱的VGM。

What is Verified Gross Mass (VGM)? 什么是VGM？
VGM is the total gross mass of a packed container. It comprises of the cargo weight, the weight of the packaging materials used and the container tare weight.
VGM就是裝了貨的集裝箱的總重量。它包括貨物的重量，所使用包裝材料的重量以及集裝箱的皮重。
Methods to be used for VGM declaration VGM的申報方法
Following are the two methods offered by the SOLAS Convention: 以下是海上人命安全公約提供兩種方法：
Method 1 – Weighing 方法1 – 稱重
The packed container to be weighed at the weighbridge, scale, lifting equipment or any other device that meets the accuracy standards and requirements of the State.
裝貨集裝箱可以由地伻，天平，起重設(shè)備或其它符合標(biāo)準(zhǔn)精度及國家要求的設(shè)備進行秤重。
Method 2 – Calculating 方法2 – 計算
All packages/items loaded into the container to be weighed individually. The weight of the packaging materials such as dunnage, pallets and materials used for securing the cargo in the container to be included.
所有裝入集裝箱的包裹、全部物品單獨秤重。重量還應(yīng)包括襯墊物，托盤以及集裝箱內(nèi)貨物加固材料等包裝材料。
The tare weight of the container to be included (the tare weight can be found on the CSC plate on door of the container and or via online enquiry on through www.pilship.com)
集裝箱的皮重應(yīng)當(dāng)包括。（皮重可以在集裝箱門上的裝箱安全銘牌上看到，也可以通過太平航運網(wǎng)站在線查詢）
Who is Responsible to declare VGM? 誰負(fù)責(zé)申報VGM？
The shipper named in the Bill of Lading is responsible for the VGM. The signatory of the VGM declaration must be duly authorized by the shipper.
提單里指定的發(fā)貨人對VGM負(fù)責(zé)。VGM的申報署名人應(yīng)由發(fā)貨人正式授權(quán)。
When to submit the VGM ? 何時提交VGM？
VGM submission must be provided to PIL in writing via email attachment on a standard form or via the standard EDI format, known as VERMAS prior to the stipulated cut-off date/time. The cut-off date/time may vary from country to country and port to port. It is therefore important for shippers to obtain the cut-off date/time from the local offices/booking offices.
VGM的提交必須用標(biāo)準(zhǔn)格式以書面形式經(jīng)由郵件附件或經(jīng)由標(biāo)準(zhǔn)的EDI格式像VERMAS在規(guī)定的截止日期/時間之前提供給太平船務(wù)。因此發(fā)貨人從當(dāng)?shù)卮?訂艙公司獲得截止日期/時間很重要。
Methods to submit VGM data information to PIL 提交VGM信息數(shù)據(jù)給太平船務(wù)的方法
The following methods are available for submission to PIL: 有以下可行方法提交給太平船務(wù)：
A.Shippers can submit their VGM in our standard Microsoft Excel format to our email address: VGM@sgp.pilship.com. The excel worksheet is available on our website (www.pilship.com).
發(fā)貨人發(fā)送標(biāo)準(zhǔn)的微軟表格到：VGM@sgp.pilship.com. 該表格太平航運網(wǎng)站里有。(www.pilship.com).
Please note that the stated email address is an auto update function and no personnel will be manning. As such, it is Shipper’s responsibility to ensure that accurate information is provided.
請注意：該郵箱自動更新，未配備人工服務(wù)。因此收貨人有責(zé)任保證提供精確信息。
Shipper will receive a return email for confirmation on the successful VGM submission.
VGM成功提交后，收貨人將收到確認(rèn)回復(fù)郵件。
B.PIL accept submission of VGM data in a standard EDIFACT message known as the VERMAS format. Shippers can send the data to the Email address: VGM@sgp.pilship.com.
太平船務(wù)接受標(biāo)準(zhǔn)的EDIFACT信息提交VGM數(shù)據(jù)。像VERMAS。發(fā)貨人可發(fā)數(shù)據(jù)到：VGM@sgp.pilship.com.
Shipper will receive a return email for confirmation on the successful VGM submission.
VGM成功提交后，發(fā)貨人將收到確認(rèn)回復(fù)郵件。
C.PIL accept VERMAS data via portal (eg INTTRA, CargoSmart, GTNexus). Please approach our local agent if you are opting this method of submission.
太平船務(wù)經(jīng)由門戶網(wǎng)站接受VERMAS數(shù)據(jù)(例如 INTTRA, CargoSmart, GTNexus)。如選擇該提交模式請與太平船務(wù)地方代理聯(lián)系。
D.Manual submission: PIL strongly encourage the shipper to use submission A to C described above. However, should it be required, shipper can send VGM declaration in our PIL standard VGM declaration form to our agent via email or fax.
手工提交：太平船務(wù)強烈支持以上描述的A到C的提交方式。然而，如有需求發(fā)貨人可用太平船務(wù)標(biāo)準(zhǔn)的VGM申報表發(fā)郵件或傳真申報VGM.
IMPORTANT: Please be reminded that PIL will not accept any VGM declaration verbally through phone call or voice call. VGM declaration send via social media such as SMS, Whatsapp, WeChat etc is not acceptable.
重要提示：請記住太平船務(wù)將不接受任何通過電話及語音的VGM口頭申報。不接受經(jīng)由公共媒體比如短信， Whatsapp, 微信等方式的VGM申報。
Consequences if VGM is not available or is inaccurate 沒有或錯誤的VGM的后果。
PIL is prohibited to load the packed container onto the vessel without VGM.
太平船務(wù)禁止沒有VGM的裝貨集裝箱裝船。
The shipper will be liable for any cost that may arise (but not limited to weighing costs, shut out cost, storage cost levied by the local authorities/terminals, demurrage and other administrative costs).
發(fā)貨人將對產(chǎn)生的任何費用負(fù)責(zé)（包括但不限于秤重費用，退關(guān)費用，倉儲費用及地方當(dāng)局/碼頭征收的滯留及行政費用）

To assist our shippers in VGM declaration, the tare weight of our containers can be obtained from our website (www.pilship.com).
為了協(xié)助我們發(fā)貨人對VGM的申報，我們的集裝箱皮重可以從我們網(wǎng)站獲取(www.pilship.com)。
It can be found in the Sub menu under Our Equipment named "Container Specification"
